Appearance: Rob Lucci’s appearance is serious business personified. His skin is pale with a flush of life to his face. His hair is in harsh contrast to his skin, black and begins to curl at about chin length. It reaches to about his shoulder blades and is often pulled back. He has a tall stature with a moderately lithe-to-muscular build. His wardrobe is dominantly sophisticated. Black suits, black dress shirts, white ties, the usual top hat when the situation called for it, and the occasional white leopard-print shirt and Italianesque embroidered linen. His eyebrows are shaped quite strangely, looking almost like apostrophes, and his meticulously trimmed beard seems to take the shape of two comas swooping down to meet at the center. When he takes on the form of a half-leopard hybrid, his eyebrows and beard seem to take on the appearance of markings along with the rest on his face.

Lucci has perhaps a handful of facial expressions. His yellow-hazel eyes are always half-lidded, and his rather full lips are often drawn into a stoic expression. When he smiles, most describe it as disturbing and unnatural. To touch on his half-leopard form, he takes on the traits of both human and leopard appearances. He stands on two legs, retains his hairstyle and ability for speech. He gains a considerable amount of height and bulk, as well as fur and leopard markings. His nails turn into claws and his ankle joints extend and bend inward for better mobility and agility. As for his full leopard form, the only thing that distinguishes Lucci from an actual Leopard is the enormous scar on his back in the shape of the World Government logo.

Personality: Lucci has a very one-dimensional personality. His emotions do not show much of any range, and some speculate that he has none to begin with. However, he does distinctly express rage and contempt on several occasions. He is notorious for showing no compassion, even to those he once addressed as friends or comrades. The man is not above manipulation, as he has done so in certain instances. He is a cold being, with only one incentive. Killing.

However, he is intuitive enough to know that showing this merciless intent blatantly is never a good means to any end. He has a ‘default’ personality which can be easily summed up as reclusive. Relatively harmless portrayal, yet he never directly depicts benevolence, innocence or sincere good-will. Even in his incognito manner, he has an air of disdain and contempt for most of those around him. To expand on this, he will chide others openly for things he believes they shouldn’t do, and isn’t against fighting to defend his claims.

Incognito or not, his objective for his actions is justice. As he is an agent of the government’s highest organization, he stands on the principles of absolute justice just as his comrades. Therefore, he has a strong hatred for lawbreakers. He also displays a strong hatred for the weak, and being associated as such. Should anyone address him as such, he lashes out violently (perhaps one of the few instances he loses his composure, if only momentarily).

Abilities/Strengths: Lucci ate the “Neko neko no mi: model Leopard”, a Devil Fruit (fruit which has the trait to grant the user with a particular ability). This simply means he can turn into several forms of a leopard. On top of this, Lucci is an intensely trained agent of the top secret government agency, CP9, a unit of assassins. He is considered the strongest assassin in the world of One Piece. What’s more, he has mastered a technique called “Rokushiki”, an art indigenous to the entire CP9 unit. This encompasses incredible physical power, speed, and endurance. The body becomes like steal with “Tekkai“, a mere finger becomes faster than a bullet with “Shigan”, and the speed of sound is achievable through “Soru”. Lucci is the only member of CP9 to have complete mastery of every aspect of Rokushiki.

Weaknesses: Because Lucci ate the Devil Fruit, he is an ‘anchor’. Sea water makes him lose his ability to turn into a leopard, and when his body makes contact with it, his strength is drained (just as every other fruit user). Other than that, he has been defeated only once throughout history, by Monkey D. Luffy, out of sheer power.

History: Lucci was an agent of the government at least since the age of thirteen. At this age, he had already gained a considerable amount of prestige. He was sent into a crisis situation where a kingdom’s soldiers and its king were taken hostage by a band of pirates. He slaughtered the army of pirates, as well as the actual hostages, leaving no one living. The slaughter numbered in over 500 men. It was during this time that he acquired the giant wound to his back, strongly resembling the insignia of the World Government. It was after this mission that the government recognized his extreme potential and certified him as a member of CP9. He was credited as being the most efficient and cruel assassin in the history of the Cipher Police no. 9.

At the age of 23, ten years later, he was sent to Water 7, a city said to contain blueprints for Pluton, an ancient weapon of mass destruction. He was sent along with three other agents to acquire the whereabouts to the plans and confiscate them. During this time, he was incognito as one of the five foremen of Dock One. His area of expertise in the shipyard was a sawyer. Along with the other agents, Kaku worked beside him as a specialist in mechanic diagnostics, Kalifa assumed the position of secretary to the mayor, and Blueno worked as a bartender. As they gained more information on the whereabouts to the blueprints of Pluton (which they believed to be in the mayor Iceburg’s possession) the director of CP9 also instructed them to do two other things while there; abduct Nico Robin and assassinate the mayor of Water 7.

The former plan was a success, the latter unsuccessful due to an interruption from the Strawhat pirates. Upon returning to Enies Lobby (the World Government base of operations), Lucci’s duties were focused on eliminating those who tried to rescue Nico Robin, which of course led to the inevitable fight between him and Monkey D. Luffy. This battle would have been over quickly, had Luffy not discovered the inlaid powers of his own devil fruit, and accessing second and third ‘gear’. Because of the pirate’s determination to rescue his crewmate and tenacity, he was able to defeat Lucci after a long and arduous battle (in which Lucci resorted to both hybrid and full-leopard form). It was here atop the crumbling tower of Enies’ Lobby that Lucci was killed.
